I read very little software that converts your cell phone camera, but connect via Bluetooth to your phone and PC. Is there a software that can do the same thing with a USB data cable for my Nokia 7610 Supernova. And it is safe to use this software?

No, it is possible to use the Nokia 7610 phone as a webcam, there are other phones on the market with this FACITY, but Nokia does not support this function normally.
